Instructions
In a bowl, combine the beef with calamansi, soy sauce and crushed black pepper. Marinate for 2 hours. Set aside.
Heat oil in a pan over medium heat. Sauté garlic and onions. Then, add the beef.
After 10 minutes, put the water and tomato sauce. Simmer for 60 to 120 minutes or until the beef is tender.
Add the potatoes, carrots, and sugar. Cook for another 5-7 minutes. Then, add the red bell pepper. Stir.
