Instructions
Dipping sauce
In a medium bowl, combine vinegar, onion, garlic, ½ teaspoon salt, and ½ teaspoon ground black pepper.
Anchovies mixture
In a mixing bowl, combine anchovies, ½ teaspoon salt, ½ teaspoon ground black pepper, flour, scrambled egg and water. Mix well and set aside.
Heat oil in a frying pan. Once hot, pour the anchovies mixture in a circular form. Then fry it for 5 minutes per side or until crispy brown.
Transfer into a plate and eat with dipping sauce. Enjoy!
