Heat oil in a cooking pan.
Once the oil is hot, saute garlic until brown. Then add the onions and beef. Stir well.
Pour-in soy sauce, water and black pepper, then cook for 1 hour and 20 minutes. Note: Wait until the meat is tender. Add more water if needed. Then add oyster sauce and broccoli. Simmer for another 5 minutes.
Ready to serve!
